Design Review Board receives major development referral for formal review
Design Review Board · Meeting of July 23, 2026
SALEM — Design Review Board receives major mixed-use development referral after joint public hearing. The Planning Board voted 8-0 to refer Harborlight Homes and Lifebridge North Shore's proposed development at five Margin, High, and Endicott Street addresses to the Design Review Board for formal design review. The project would demolish two buildings, adaptively reuse one, and preserve another's facade to construct a 22,806-square-foot building containing 53 affordable units, a 70-bed shelter, supportive programming space, and 13 parking spaces.
Design Review Board Chair Paul Durand and Vice Chair Marc Perras and other members requested detailed street elevations, HVAC screening information, and expanded green space in the refined design.
