City Council keeps home occupation ordinance in committee for revision

Salem City Council defers home occupation zoning ordinance for substantial revision. The Committee on Ordinances, Licenses and Legal Affairs voted 4-0 to keep the draft in committee after determining current Salem rules are highly restrictive and do not allow residents to commercially create products or conduct certain businesses from their homes. Councillor Andrew W.
Varela, chairing the committee, emphasized that clearer rules could provide reasonable home-based economic opportunities without forcing residents through a costly Zoning Board of Appeals process. City Solicitor James Wellock recommended starting with the existing ordinance and making targeted changes rather than adding numerous definitions that could prove difficult to enforce.
