Salem Redevelopment Authority votes to authorize courthouse project restructure with National Guard partnership. The board voted 3-0 to authorize Executive Director Tom Daniel and Chair Grace Napolitano to negotiate a third amendment to the historic courthouse redevelopment agreement, now partnering with the Massachusetts National Guard for a museum, archive, and office space within the restored courthouse buildings. The restructuring comes after the project lost Commonwealth Builder's Award funding and includes the Exchange, a 115-unit affordable workforce housing development with an $80 million investment adjacent to the commuter rail station.

The board imposed four conditions, including a $1 million escrow requirement and monthly updates on National Guard legislation and funding status. Legislation filed by Senator Lovely seeks to direct the National Guard to the buildings.
