Snow fine ordinance held in committee pending enforcement data

SALEM — City Council committees hold snow ordinance and enforcement measures in committee. Ward 2 Councillor Andrew Smith reported that higher fines imposed in June 2025 were never implemented and that Inspectional Services could not provide ticket data from the past two years, prompting the body to vote 4 to 0 to retain the fine ordinance pending information gathering. Director of Public Services Ray Jodoin said the city operates eight sidewalk-clearing machines and has seen contractor equipment decline annually despite increasing seasonal hiring; he targets 60 pieces from contractors next year and plans to staff North Street bike lanes appropriately after failing to clear them this season.
Both matters were kept in committee on motions by Councillor Smith, seconded by Councillor Katelyn Holappa.
