Salem council approves first-ever tour bus parking permit program. The City Council voted unanimously to implement permits with a $50 annual base fee and $100 rate for October, Salem's Haunted Happenings tourism peak, with tracking through the Passport App system. The 1.1 million visitors in October 2025 generated $822,000 in direct revenue, up 14.7 percent, supporting the fee structure.
The council also adopted a $250,000 appropriation for Horace Mann Laboratory School electrification and decarbonization feasibility study, approved an FY27 operating budget of $225.3 million with 4.6 percent education increase, and increased parking fines for standing buses from $100 to $150.
