Salem Board of Health denies wine shop tobacco violation appeal. Board Chair Sara Moore and members voted unanimously to reject Rajan Patel's appeal of an unlocked cigar humidor violation at Busa Wine and Spirits at 21 Trader's Way. Health Department Inspector J.
Redford testified the humidor constitutes a prohibited self-service display under state and local law. The Board tabled enforcement action on Bunghole Liquors, which had operated without a tobacco permit for six years and faces $10,000 in unpaid fines, pending City Solicitor consultation on possible permanent permit revocation. The Board also moved forward with a regional initiative to limit e-cigarette and vaping product sales to FDA-approved products, with enforcement beginning July 1, 2026.
