Salem Race Equity Commission elects officers in April meeting. The commission unanimously elected Regina Zaragoza Frey as Chair and Dr. Shelby Ortega as Vice Chair.
Chief of Police Lucas J. Miller reported that hate crimes in Salem declined from 10 in 2024 to 6 in 2025, with 3 of the 2025 incidents resulting in charges. The commission designated Dr.
Vanita Naidoo and Jennifer Winsor to develop suggested updates to the city's Discrimination Reporting Form, with plans to launch a marketing campaign to increase awareness and community use of the form.
