Salem Harbor Port Authority · Meeting of October 15, 2026
Salem Harbor Port Authority terminated two agreements governing waterfront terminal operations with Crowley. Three members, including Chair Fred Ryan, Phil Pelletier, and Councilor Turowski, voted unanimously on October 15 to end the Wharfing Rights Agreement and Harbor Usage Fee Agreement with Salem Wind Terminal, LLC (Crowley's operating entity). Harbormaster Captain Bill McHugh reported that Crowley's federal funding has been reduced and the company no longer intends to serve as long-term lease holder.
The authority plans to reassign the wharfing agreement to the Massachusetts Clean Energy Center. The authority also reported expanding ferry service this weekend with a larger vessel and initiating a Hingham run.
