SALEM — Design Review Board approves three projects with varying conditions. Chair Paul Durand and members including Daniel Estes, Catherine Miller, Elizabeth Murray, Marc Perras, Sarah Tarbet, and Kate Martin unanimously approved a 48-unit affordable veteran housing conversion at 50 Washington Street and amendments to the Cataldo Ambulance Service facility, with votes of 7-0 and 7-0 respectively. The board voted 6-0 to recommend Planning Board approval of Forest River Residences Phase 1, a 340-unit residential building with 524-space parking garage, conditional on refinements to signage placement, brick material variation, crosswalk design, and entrance accessibility paths.

Multiple board members and public speakers raised concerns about pedestrian safety and architectural coherence across the multi-developer Forest River project.
