Council approves FY27 budgets for health, harbor, and police

Salem City Council approves FY2027 budgets for police, health, and harbormaster totaling $16.6 million. All three budgets passed unanimously on 4-0 votes, with the police budget at $15,286,379 representing a 3.59 percent personnel increase. Police Chief Miller's budget funds a full-time domestic violence coordinator and full-time animal control officer, both previously grant-supported or part-time.
Health Agent David Greenbaum's $872,906 budget converts a grant-funded code enforcement officer to full-time payroll; the officer has contacted about 5,000 properties in two years and reached roughly one-third with follow-up notices pending. Police also budgeted for capital improvements including a FEMA-grant drone-automation program and $450,000 in facility upgrades.
