Salem council advances fall parking ordinance; defers resolution of visitor pass complaints. The combined Committee on Ordinances, Licenses and Legal Affairs and Committee of the Whole voted 5-0 to refer ordinance #139 to full council for second and final passage, moving the temporary October resident parking start date from October 1 to September 15 and adding rooftop parking at 13 Hawthorne Boulevard. Director of Transportation David Kucharski stated the new license-plate-reader system costs $269,000 annually, compared to $240,000 previously.
The council discharged overlapping ordinance #466 and voted unanimously to leave resident visitor-pass disputes in committee, directing staff to explore hybrid approaches after residents complained about accessibility for seniors and contractor parking costs of $15 per day.
