SALEM — City Council hears draft Jefferson Avenue Corridor Plan. Senior Planners Tom Devine and Robyn Lee presented the preliminary proposal to address housing affordability, climate resilience, and transportation improvements along the corridor in anticipation of the South Salem train station. The plan proposes three- to six-story mixed-use and multifamily development in designated redevelopment areas, with an overlay district allowing flexible site design and potential height incentives for community benefits.
Council members expressed strong support for the planning process, which engaged more than 750 residents. The motion to receive and file the presentation carried unanimously 9-0. Staff will return in fall with formal zoning amendments.
