Board upholds tobacco shop fine, short-term rental penalty

Salem Board of Health upholds two major business enforcement actions on the same night. The Board denied appeals from Red Lion Smoke Shop owner Mitesh Patel and a short-term rental operator, voting 5 to 0 on both decisions. Patel's shop faces a $5,000 fine and 30-day closure for violations of Regulation 24 on tobacco products after an inspection revealed unlocked humidors and self-service displays.
Health inspector Joyce Redford documented the March 10, 2026 violations, the shop's third offense. Meanwhile, the Board upheld a $24,600 fine for an unregistered short-term rental at 24 Norman Street, Unit 110, with Health Agent David Greenbaum authorized to arrange a payment plan for the operator, Cesar Santana.
