Board upholds $17,400 short-term rental fine, allows payment plan

SALEM — Board of Health unanimously upholds $17,400 fine against operators of unregistered short-term rental. The Salem Board voted to uphold the fine assessed against Thai Duong Le and Thi Thuy Tien Vo for operating an Airbnb at 1 Chanelle Circle without a certificate of fitness, charging $300 per day for 59 days of bookings between August and November 2025. Health Agent David Greenbaum was authorized to establish a payment plan with the applicants; the Board noted that a previous payment-plan recipient had defaulted.

The applicants submitted their registration application in December 2024 and claimed they believed the submission completed the approval process.
